Unfortunately, sometimes, muzzles are necessary. These plastic basket type muzzles are the best type to use to keep your dogs mouth enclosed - whether that's for aggression or to stop them eating things they shouldn't.  Dogs can pant and eat treats whilst wearing one, and with a wee bit of practice you can feed small treats through the basket holes.
